Ex-cop and struggling private eye Cisco Carmelli finds himself with no work on Christmas Eve, so he heads to the police station to drum up some business, where he learns that Frosty the Snowman, beloved Children’s entertainer, has been found melted in his home.

When they hear about a $1,000 reward for solving the case, Cisco and his sidekick Carmine head for Frosty’s apartment. The duo talk their way past the cop on duty, but the melted body has already been shipped to the morgue. Chief Inspector Murray warns them to leave the matter to the police.

At the morgue, the Coroner tells them she found heat pack chemicals in Frosty’s puddle. Tracking heat pack sales at a sporting goods store, they meet a geriatric shopkeeper and his beautiful daughter, Betty Sketchley. Cisco, not normally fazed by dames, falls hard for her sharp wit and soft charms, and she reveals that a some heat packs were purchased by the Easter Bunny, notorious chocolate dealer.

At his plush condo, the suave rabbit claims that Frosty controlled the illicit snowball trade, which explained his popularity with children. Although he admits to purchasing the heat packs, he pleads innocence. A volley of snowballs crashes through his window, thrown by an angry mob of snowmen. The Easter Bunny leads the detectives through an escape tunnel and brings them to his warehouse to prove that he still has the heat packs. He suggests that Cisco question Santa Claus, but a shot from a crossbow cuts his life short. Cisco fails to catch the shooter, finding only a some jingle bells on a strap.

Cisco and Carmine track down Santa at Cupid's, a massage parlour run by the cheeky cherub. Santa reveals that he posted the reward and doubles it when he learns what happened to the Easter Bunny. As they leave Cupid’s, Cisco and Carmine are cornered by a gang of snowmen who threaten them with dagger-sharp icicles. Cisco throws road salt in their faces, and he and Carmine make narrow escape.

The detectives retreat to Cisco’s favorite bar to drink and think. There they run into a Call Girl who tells them that Frosty was her client, and that she saw a woman enter his apartment the night before. From the description, Cisco realizes the woman was Betty Sketchley.

The detectives rush back to Betty’s store and catch her packing up a suitcase. Cisco figures out that not only is Betty the Tooth Fairy, but that she and the Easter Bunny were lovers and plotted Frosty’s murder together. Betty confesses when she learns of the Easter Bunny’s assassination, claiming Santa forced them to do it. Convinced that Santa killed the rabbit and will come after her next, she begs Cisco for protection.

Although tempted by Betty’s offer (and her embrace), Cisco offers to deal with Santa, though he has no plans to tangle with the city’s most powerful crime boss. He and Carmine head to the police station instead and get ambushed by Claus. After a chase, a car crash and a firefight, Cisco shoots Santa dead.

Running scared, they hide out in an abandoned squat and try to get some shuteye. Cisco is roused from his sleep by Betty, who uses a suitcase full of cash to lure him away with her. Cisco is reluctant to leave Carmine behind, so Betty tries to seal the deal with a kiss, but Cisco realizes from her mouthwash that she’s been kissing Santa Claus too. Cisco realizes Betty set him up in order to eliminate the crime bosses and take them over. Betty threatens to use her magic wand to make them disappear, but the cops arrive, distracting her. Carmine snatches the wand and the three of them are hauled to the police station.

Inspector Murray lets Cisco and Carmine go free, but Betty steals Cisco’s gun and reclaims her wand, using it to disappear and escape, though she’s forced to leave the suitcase of cash behind. As Cisco and Carmine prepare to leave empty-handed, Murray hands them an envelope of cash "evidence" from the suitcase for their trouble.
